Twenty-three national teams entered the qualifying round.

Fifteen teams advanced to the Challenge Round, where they joined Greece, Macedonia and Italy.

The three top teams of each group joined Croatia (title holder), Spain (runner-up) and Belgium (host) in the final tournament.
