Division II represents the third level of the 2009 World Junior Ice Hockey Championships.

The winner of each group was promoted to Division I for the 2010 IIHF World Junior Championship, while the last-placed teams in each group were saved from relegation to Division III for the 2010 IIHF World Junior Championship due to 2009's Division III tournament being cancelled.

The Group A tournament was played in Miercurea Ciuc, Romania, from 15 to 21 December 2008.

The Group B tournament was played in Logroño, Spain, from 10 to 15 January 2009.
