The season began on 23 January 2013 with the New Zealand Cycle Classic and ended on 17 March 2013 with the Oceania Cycling Championships.

The points leader, based on the cumulative results of previous races, wears the UCI Oceania Tour cycling jersey.

Paul Odlin from New Zealand was the defending 2011–12 UCI Oceania Tour champion.

Damien Howson from Australia was crowned as the 2013 UCI Oceania Tour champion.

The quality and complexity of a race also determines how many points are awarded to the top finishers, the higher the UCI rating of a race, the more points are awarded.
