The decision was made for a number of reasons, including rising costs, difficulties with scheduling, shortages of manpower within the clubs, and to improve relationships with suburban football.
The clubs fielding Development League teams generally opposed the change, concerned that the pathway between suburban or under-18s football and the VFL would be affected.
