Prior to the election the council had been under Conservative majority control since 2007.

The council went under no overall control at this election; the Conservatives lost their majority and Jonathan Morgan lost his seat.

Labour group leader Jewel Miah was appointed leader of the council at the subsequent annual council meeting on 22 May 2023.
