Similar to the previous editions held in odd-numbered years, the tournament acted as the UEFA qualifiers for the FIFA U-20 Women's World Cup.

The top four teams of the tournament qualified for the 2024 FIFA U-20 Women's World Cup in Colombia as the UEFA representatives.

The final draw was held on 26 April 2023, 10:00 CET, at the headquarters of the Royal Belgian Football Association (RBFA) in Tubize, Belgium.
