Seats in the proportional part are allocated using the Hare quota, modified to ensure that every party list, which passes the threshold, receives at least one mandate.

The following parties were relieved from the necessity to collect signatures:[2] New People took part in Tatar legislative election for the first time, while Russian Party of Pensioners for Social Justice and Communists of Russia, who participated in the last election, did not file.
