Teams participated at several levels of competition based on their 2023 results.

The competition served as qualifications for division placements in the 2025 edition.

[1] As in 2023, teams from Russia and Belarus had not been allowed to enter, as they remained suspended by the IIHF due to the countries' invasion of Ukraine.

[2] The tournament was held from 3 to 14 April at Adirondack Bank Center in Utica, New York, United States.

The tournament was held in Riga, Latvia from 31 March to 6 April 2024.
