[3] The participants were the women's national sides of Cook Islands, Fiji, Papua New Guinea, Samoa, and Vanuatu, as well as a New Zealand Māori team.

[8] Papua New Guinea were the defending champions, having won the previous edition of the tournament, which was played in Vanuatu in October 2022.
