Bolivia and Ecuador played a two-legged match with the overall winner advancing to the pre-qualifiers.

[2] Barbados and Antigua and Barbuda were the two countries qualified based on their high rankings.

They were drawn into four groups of four teams and play a home-and-away format.

The top three teams of each group qualify for the final tournament.
