It was discovered by American astronomer Brian Skiff at Lowell's Anderson Mesa Station on 31 August 1984.
[2] Starr is a member of the Flora family, one of the largest groups of stony asteroids in the main-belt.
[3][8] According to the space-based survey by the NEOWISE mission of NASA's Wide-field Infrared Survey Explorer, Starr measures 6.6 and 6.9 kilometers in diameter and its surface has an albedo of 0.258 and 0.277, respectively,[4][5] while the Collaborative Asteroid Lightcurve Link (CALL) assumes an albedo of 0.24 – derived from 8 Flora, the family's largest member and namesake – and calculates a diameter of 7.5 kilometers with an absolute magnitude of 12.8.
