Garber was born on his families farm "Floral Retreat" near Columbia, Pennsylvania January 23, 1838.
[2] While at Millersville he joined the Linnean Society of Lancaster and remained actively involved until his death.
[1] Garber enlisted with the 195th Pennsylvania Volunteers during the American Civil War and served in both Maryland and West Virginia in 1864.
[1] After graduating he was appointed as "Assistant in Natural History" at the college,[2] and he worked in the roll from 1868 until 1870,[1] during which he collected plants from across Pennsylvania including excursions with botanist Thomas Potts James.
[1] After graduating he took up the position of Assistant Resident Physician at the Pennsylvania State Lunatic Hospital where he worked until 1875 when his tuberculosis forced him to quit.
