On November 19, 2014, Aleksandr Tsybulsky was appointed Deputy Minister of Economic Development for Alexey Ulyukaev.

But after the arrest of Ulyukayev and his resignation in connection with the loss of the president's confidence, on November 30, 2016, he was appointed Deputy Head of the Ministry of Economic Development, under Maxim Oreshkin.
