Since 1998, each design aside from the 2017 reverse commemorating the 20th anniversary of the program, has been part of a themed series:[6] "Four faces representing the diversity of our Nation, with the clothing and hair weaving together symbolizing the principle"[16] "A blindfolded justice–symbolizing impartiality–holding traditional scales and carrying a branch of laurel"[17] "Harvest goddess emerging from a field of wheat, symbolizing the vastness of our Nation and its wide diversity of views.
