Verma Sahab was born on 30 August 1903 in a Kayastha family in Tahsil Safipur, in present-day Uttar Pradesh, India,[3][4] where he received his early education.
[citation needed] His father, Shri Devi Charan Ji used to advocate in Kanpur.
Bhagwati Babu was sent to Prayag University for higher education from where he received a bachelor's degree in literature and law.
[4] He also served as a Hindi advisor at All India Radio, Lucknow and later in 1978, he was nominated to the Upper House of Indian Parliament, Rajya Sabha.
