[1] CIFTA as a program was approved during the First Plenary Session of the OAS held on November 13, 1997.
Its purpose was to establish a regional standard for the control of the illicit manufacturing and trafficking in firearms: the Inter-American Convention against the Illicit Manufacturing and Trafficking in Firearms, Ammunition, Explosives and Other Related Materiales.
The Convention thus seeks to promote and facilitate the cooperation and exchange of information and experiences between OAS Member States.
[4] Opponents are concerned that the measures contained within CIFTA could criminalize activities such as reloading ammunition if they are done without a license.
Furthermore, there are provisions that expand infractions to larger groups of people effectively holding an organization responsible for the actions of a single member.
