The primary elections took place on June 3, 1998.

The Democratic incumbent, Kathleen Connell, defeated the Republican nominee, Ruben Barrales in a landslide, winning every county except three: Glenn, Kern, and Sutter.

Every candidate was unopposed in the primary.
