[4][5] Bilgehan was appointed minister of national education to the coalition cabinet headed by Suat Hayri Ürgüplü on 20 February 1965.

[6] Then he served as the minister of finance for a second time in the fifth cabinet of Süleyman Demirel between 21 July 1977 and 5 January 1978.
