William Benjamin Hoggard was born on May 20, 1961, in Ahoskie, North Carolina.

[1] He also participated in track and field at NC State and was a member of the 400 meter relay team that set an NCAA record with a time of 39.11 seconds in 1982.

[2] Hoggard was selected by the Washington Federals in the 12th round, with the 141st overall pick, of the 1983 USFL draft.

[6] In January 1988, Browns head coach Marty Schottenheimer claimed that Hoggard "is probably the best kickoff coverage guy in the National Football League".

[8] On March 25, 1988, Hoggard and a 1988 sixth round draft pick were traded to the Philadelphia Eagles for Chris Pike.
