He graduated from the College of Liberal Arts in 1909 and the law department in 1912 at Indiana University Bloomington.
[3] Hogg served as chairman of the Allen County Republican Central Committee from 1922 to 1924, resigning to run for Congress.
In 1924, Hogg was elected as a Republican to the 69th United States Congress, beginning his term on March 4, 1925.
Following his tenure in Congress, Hogg resumed practicing law, branching out into mutual life insurance in 1939.
