He completed his bachelor in history in 1948 from the Murari Chand College and master's in International relations in 1950 from the University of Dhaka.
[8] He served as the Deputy Inspector General of Chittagong Range and then the Special Branch.
[6] Chowdhury played an important role in establishing the Dhaka Metropolitan Police in 1976 and was appointed its first commissioner.
[7][3] On 1 February 1984, Chowdhury was appointed the Inspector General of Bangladesh Police and served till 30th December 1985.
[9] After retirement, he served as the chairman of Pubali Bank and president of the Jalalabad Association.
