Elaine T. Masukat is a Filipino lawyer and government official currently serving as Senior Undersecretary and Officer-in-Charge (OIC) of the Presidential Management Staff (PMS) under the administration of President Bongbong Marcos.
She also worked as a consultant and chief of staff for Tiangco during his tenure as a congressman, a role she held from 2006.
