Shizuoka Prefecture Per Japanese census data,[3] the population of Fukuroi has been steadily increasing over the past 50 years.

[4] During the Sengoku period, Fukuroi was part of the domain within Tōtōmi Province governed by Yamauchi Kazutoyo from Kakegawa Castle.

During the 2002 FIFA World Cup, as location of (Shizuoka Stadium), Fukuroi played host of some of the events.

Fukuroi has a mayor-council form of government with a directly elected mayor and a unicameral city legislature of 20 members.
