Fulton had its start when the railroad was extended to stone quarries near the original town site.

According to the United States Census Bureau, the village has a total area of 0.15 square miles (0.39 km2), all of it land.

The racial makeup of the village was 99.24% White, 0.38% Native American, and 0.38% from two or more races.
