It was a single-party Fianna Fáil government led by Éamon de Valera as Taoiseach.
In the debate on the nomination of Taoiseach, outgoing Taoiseach John A. Costello of Fine Gael and Fianna Fáil leader Éamon de Valera were both proposed.
