Hikmat Hasanov was born on 9 October 1975 in Pirəhmədli, Fuzuli District, then Azerbaijani SSR of the Soviet Union.
In 2002, he entered the Nanjing Land Forces Higher Military Academy of the People's Liberation Army of China to continue his education.
In 2014, by the order of the President Ilham Aliyev, he was appointed Chief of Staff of the newly formed, restructured Nakhchivan Special General Army.
[4] On 26 June 2014, on the 96th anniversary of the establishment of the Azerbaijani Armed Forces, he was promoted to the rank of Major General.
[5] During the 2020 Nagorno-Karabakh conflict, he led the clashes in Suqovuşan, which was captured by the Azerbaijani forces on 3 October.
