It was enacted because it was discovered that the Housing Corporation had been delegating its functions without lawful authority.

[5] Section 1(1) inserted paragraph 6A of Schedule 6 to the Housing Associations Act 1985.

[8] Sections 1(2) to (4) read: (2) The Housing Corporation is to be taken to have been authorised, at all times before the passing of this Act, to delegate the exercise of any of its functions to any of its members, committees, sub-committees or employees; and Housing for Wales is to be taken to have been so authorised at all times before its abolition.

(4) If the fixing of the seal of the Housing Corporation or Housing for Wales has, at any time before the passing of this Act, been authenticated by the signature of any of its members or employees it is to be regarded as having been properly authenticated.
