Earlier in her career, she held positions in the Central Commission for Discipline Inspection and in Shanxi province.
Born in Haicheng, Liaoning, Huang studied at the Northeast Polytechnic Institute (now Northeastern University).
[1] In May 1998 she began work for the General Office of the Central Commission for Discipline Inspection.
She was also elected to the 18th Central Commission for Discipline Inspection and its Standing Committee.
[2] In 2018, Huang was named chairman of the provincial committee of the Chinese People's Political Consultative Conference of Shanxi province.
