Hugh McPheeters Rigney (July 31, 1873 – October 12, 1950) was a U.S. Representative from Illinois.
He was editor and owner of the Arthur (Illinois) Graphic-Clarion 1900-1925.
He served as member of the State house of representatives 1935-1937.
He was appointed to a position in the office of the secretary of state on September 15, 1943, and served until his death in Springfield, Illinois on October 12, 1950.
