The first director general of the Independent Office for Police Conduct was Michael Lockwood, previously Chief Executive of Harrow London Borough Council.

The IOPC was consulted in some cases to decide if there was any grounds for a referral to the Crown Prosecution Service, and whether legal action should be taken.
