From November 1983 to October 1986, he served as Deputy Secretary General of the Tianjin Municipal People's Government.

[5] From October 1986 to June 1988, he served as Director of the Textile Industry Bureau of Tianjin and Deputy Secretary of the Party Committee.

On March 5, 2013, he became the Director of Financial and Economic Affairs Committee of the 12th National People's Congress.
