From 1955 to 1958, he worked as an economic and financial consultant in Chile and Venezuela.
In 1959 he worked as consultant on budgetary administration to the Peruvian Finance Ministry.
Weissman served as public administration advisor in Lima from 1961 to 1962 and from 1962 to 1963, he was the director of the Office for Institutional Development at the Alliance for Progress.
He was also a director of the U.S. AID mission to Guatemala from 1963 - 1967, to Colombia from 1967 - 1973 and to Brazil from 1973 - 1975.
From 1975 to 1977 he had served as Director of the Office of Central American Affairs.
