Michael Bruce Donley (born October 4, 1952) is a United States government official who is the director of administration and management in the Office of the Secretary of Defense since May 2021, having served in the same position from 2005 to 2008.

Donley has 30 years of experience in the national security community, including service on the staff of the United States Senate, White House and The Pentagon.

As deputy executive secretary, he oversaw the White House Situation Room and chaired interagency committees on crisis management procedures and continuity of government.

He stayed at the institute until 1996 when he became a senior vice president at Hicks and Associates, Inc., a division of Science Applications International Corporation (SAIC).

In this position, he oversaw 1,300 employees who provide administrative and support services to the Department of Defense's Washington headquarters, which includes The Pentagon.

Gates also announced Donley would become the acting Secretary of the Air Force effective on June 21, 2008[6] (a position he had also held in 1993 with the start of the Clinton administration).

[3] On April 13, 2009, Donley and Chief of Staff of the Air Force Norton A. Schwartz jointly published an opinion piece in The Washington Post supporting the decision by Secretary Gates to discontinue the production of the F-22 Raptor fighter plane.

He was elected as chairman of that board in 2017 but stepped down upon his return to federal service in May 2021, resuming his former role as Director of Administration and Management in the Office of the Secretary of Defense.
