He played a central role in postwar academic and economic organization of the Norwegian fishing industry.
He was born at Kårbø in Herdla in Hordaland, Norway as a son of farmers.
In 1936 he was hired as director of Norges Sildesalgslag, into which Stor- og vårsildlaget had merged.
