Born in Washington, D.C., Gasch received an Artium Baccalaureus degree from Princeton University in 1928 and a Bachelor of Laws from George Washington University Law School in 1932.
He was general counsel to the Interstate Commission on the Potomac River Basin from 1940 to 1960.
He served in the United States Army during World War II, from 1942 to 1946, achieving the rank of lieutenant colonel in the JAG Corps.
[1] On July 12, 1965, Gasch was nominated by President Lyndon B. Johnson to a seat on the United States District Court for the District of Columbia vacated by Judge Edward Allen Tamm.
Gasch was confirmed by the United States Senate on August 11, 1965, and received his commission the same day.
