The Legislative Council was re-organise into a bicameral system, the only British Oversea Territory to have such system,[3] with an elected House of Assembly and an appointed Senate.
Political parties were legalised, and universal adult suffrage adopted.
The position of Premier was also introduced as leader of the ruling party, and an official opposition.
