In the beginning, the institute temporarily functioned in the campus of Biju Patnaik Hockey Stadium, Sector 06 of city Rourkela, with small a number of students and faculty.
In 2001 the institute moved to new campus located at Mandiakudar, 30 km away from the city Rourkela.
The institute offered 4 years of undergraduate B.Tech degree with affiliation from Biju Patnaik University of Technology (BPUT).
The undergraduate students studied courses in streams of CSE, ETC, EEE, IT, AEI and ME.
Presently, one of the main blocks of the old Purushottam degree institute serve as skill centre training institute for women self help group's (WSHGs) for apparel made up's (sewing machine operators) and home furnishing, the skill based programme is run under initiative of National Skill Development Corporation (NSDC) and Department of Mission Shakti, Odisha; Maa Samleswari Education and Welfare Trust (NGO) are the training institute instructor's which offer the training skill course under Rourkela Cluster one of Department of Mission Shakti Sundergarh district.
