Richard Lowell Nygaard (born July 9, 1940) is a Senior United States circuit judge of the United States Court of Appeals for the Third Circuit.
Richard Lowell Nygaard was born in Thief River Falls, Minnesota, on July 9, 1940.
He was a Petty Officer Second Class in the United States Naval Reserve from 1958 to 1964.
[2] Nygaard was nominated by President Ronald Reagan on May 25, 1988, to a seat on the United States Court of Appeals for the Third Circuit vacated when Judge Joseph F. Weis Jr. assumed senior status.
[2] In 2017, Judge Nygaard partially dissented when the majority granted qualified immunity to police officers who prevented bystanders from recording video of them.
