Robert Frank Milligan (born December 12, 1932) is a retired lieutenant general in the United States Marine Corps who served as Commanding General of the Fleet Marine Force, Pacific.
Naval Academy and commissioned as a second lieutenant in the Marine Corps in June 1956.
After returning to active duty, Milligan was assigned to 1st Reconnaissance Battalion, 1st Marine Division.
In September 1989, he became Commanding General, Fleet Marine Force, Pacific.
