Tsagan-Chelutay (Russian: Цаган-Челутай; Buryat: Сагаан Шулуута, Sagaan Shuluuta) is a rural locality (an ulus) in Kyakhtinsky District, Republic of Buryatia, Russia.

The population was 77 as of 2010.
