In 2003 he was named deputy secretary-general of the People's Liberation Army General Political Department (GPD).

In December 2009, he became head of the Political Department of the People's Liberation Army Air Force.

In November 2012, he was promoted to Political Commissar of the Chengdu Military Region.

[1][2] In January 2017, Zhu was removed from his post as Political Commissar of the Western Theater Command, and was replaced by Lt. Gen. Wu Shezhou.
