The only candidate set forth was State Treasurer Konstantin Päts, who was elected President with 219 votes out of the total 240 delegates.

In 1934, before the elections for State Elder intended to take place on April 23–24, Konstantin Päts did a bloodless coup d'état together with State Elder candidates Johan Laidoner and August Rei in order to prevent a Vaps victory.
The head of state was given the title of "President"; he was no longer directly elected by the people, but instead was chosen by an electoral college consisting of both chambers of the National Assembly and additional representatives of local government.
