Belarus and  Slovenia were promoted to the 2005 Men's World Ice Hockey Championships.

Belgium0and  South Korea were demoted to Division II.

China and  Lithuania were promoted to Division I while  Luxembourg and  South Africa were demoted to Division III.

Iceland and  Turkey were promoted to Division II.
