The election was the first to use the 8 new wards created as a result of the Local Governance (Scotland) Act 2004, each ward electing three or four councillors using the single transferable vote system form of proportional representation.

The election saw the Conservatives returned as the largest party on the council despite losing three seats.

The Scottish National Party (SNP) picked up their first representation in the area for 30 years as they gained eight seats.

The remaining seat was won by an independent candidate.
