Dublin was divided into 11 local electoral areas (LEAs) to elect councillors for a five-year term of office on the electoral system of proportional representation by means of the single transferable vote (PR-STV).

Following the recommendations of the Local Area Boundary Committee Report in June 2018, there were eleven LEAs each electing between five and seven councillors.

Fianna Fáil won eleven seats, an increase of two, to become the largest party on the council for the first time since 1999.

Outgoing Councillor Ellis Ryan was elected in 2014 in the North Inner City as an Independent but subsequently joined the Workers' Party.
