It was originally slated to be a merged tournament of the Invitational and Reinforced Conferences,[1] but PVL Commissioner Sherwin Malonzo announced in a simultaneous interview during the commencement of the 2024 PVL Draft Combine that this would be a stand-alone Reinforced tournament and that the Invitational Conference would start in September.

To join, the draft required candidates neither playing experience nor academic qualifications.

It was open to all aspiringz Filipino and Filipino-foreign citizens ages 21 years old and above who want to play in the professional league.

But PVL Commissioner Malonzo later announced that it will be moved to June 12, 2024, so that rookies can have time to prepare documents needed for the draft.
