[11][12][13] Two McLaren juniors will graduate from the Formula Regional European Championship to the series in Ugo Ugochukwu and Brando Badoer, while Prema's final seat will be taken by Noel León, who departs Van Amersfoort Racing after coming tenth with the team in 2024.
[21][22] ART Grand Prix saw Nikola Tsolov and Christian Mansell leave the team, with the former moving over to Campos Racing and the latter graduating to Formula 2 with Rodin Motorsport.
[23][24] To replace them, it signed the drivers that came second and third in FRECA in 2024: James Wharton, who drove for Prema and made his FIA F3 debut when he substituted for Martinius Stenshorne at Hitech TGR, and Ferrari junior Tuukka Taponen, who drove for R-ace GP and already substituted at ART for Tsolov for a round in 2024.

No extra points will be awarded to the pole-sitter in the sprint race as the grid for it will be set by reversing the top twelve qualifiers.
