[11] On 4 December, Independent TDs Seán Canney, Noel Grealish, Marian Harkin, Barry Heneghan, Michael Lowry, Kevin "Boxer" Moran, Verona Murphy and Gillian Toole formed a technical group called the Regional Independent Group to negotiate the formation of a government, and appointed Michael Lowry to lead the negotiations.
