Abdul Ghaffar Billoo (Urdu: عبد الغفار بلّو born 14 January 1937) is a Pakistani philanthropist who founded HANDS International a Nonprofit organisation in Pakistan which has been working since 1975.
He received his Diploma in Child Health, Tropical Medicine, and Hygiene from the United Kingdom in 1962.
He was appointed as Registrar in Pediatrics at Seafield Sick Children Hospital Ayrshire, Scotland in 1962 where he worked for three years.
[6] He not only served as professor and Head of Pediatrics Department in Dow Medical College but also was the part of University of Karachi as Dean Faculty of Medicine for three years.
