It was established at National Chiao Tung University in June 2012 and funded by corporate and private donations.
APPL is named after the Aerothermal & Plasma Physics Laboratory in National Chiao Tung University, which began to develop and manufacture small rockets under the leadership of Professor Jong-Shinn Wu in 2007.
